Can anyone explain to me how I would be able to change the skin color to this? I'm still a bit new to this stuff.

Simplest way to do that is to get the Pixlr app on your phone if you can,
or use a program like Paint.net to burn the skin using the burn tool.

I been using the Adobe Photoshop Touch app, but I might try out Pixlr. If i use it like you did on Pixlr will it have those little color dots yours have? or is it just noise from it not being a higher quality? Sorry if i sound a little stupid here.

Open in Photoshop
Add a hue/saturation adjustment layer (this is a different button, to the left, of the add layer button)
Adjust the layer settings til the skin looks right
Set your pen to black, and draw black over everything that's not the skin.
Depending on how you want it to look, and how much time you have to spend, you can use the magic wand, or you can mask it by hand with a brush.
Once you've done the mask once, you can change the colour to anything you want, by duplicating the layer and changing the settings. Remember to only have one adjustment layer visible at once if you do this.

The dots are JPG noise, from it being saved at a low filesize. Your source is PNG, so you should save as PNG (or any other lossless format).
