no, the words are not there. there are blurs that look like words, but there's no way to tell what they are. 'enhancing' only makes what you can already see clearer. if you can't see anything, enhancing it won't help at all

I dunno anon, I think an AI trained to interpolate text might be able to guess what the original unblured text is (assuming there was some), but good fucking luck finding a tool online that does that.

I've seen what some people post on the Internet, so I'm not surprised.
Gaussian blur can be reversed. You shouldn't have much trouble googling software that does it. If this blur isn't Gaussian, it won't help, but you can try.
