Looks pretty comprehensive to me. There are many characters on there from the same series, and I'm pretty sure this chart was originally made by editing a power scale chart made for Raildex characters, a guess supported by how many obscure Raildex characters remain on the chart.

A good chunk of those are not even from anime. There's touhous on there and various light novel characters. You could actually learn about 80% of that charge just by lurking /a/ long enough.
