Depends on the Chromebook, some of the older ones no but a lot of the newer ones you have various options.
1. Use crouton
2. Dual boot (Not recommended due to SSD space)
3. Install a Linux distro over the ChromeOS
The 3rd option is a little "harder" in that you usually have to go to the laptops motherboard and remove a sticker or so. Then flash some new BIOS.
I suggest GalliumOS, as it's a distro made specifically for Chromebooks. Here's a list of supported devices.
