Also, not what you want but, in Demon's Souls, Dark Souls, and Bloodborne, you can cosplay as a witch, since there's a witch/wizard set in every game. You usually need to kill the cute witch in the game to get it, but the option's there.

There's also Banjo-Kazooie and Banjo-Tooie if you want a very classic witch as the villain of the game.

Although you're not a specific character, you can style your character as a witch and use awesome magic in Dragon's Dogma. There are witch-like NPCs as well, but you don't play as them.
It's on PC and uhh.. PS3? But the PC version doesn't have the awful stuttering.
