I don't know how arcade rips work, but I delved a little bit into it when trying to find Spica Adventure. I feel like it'd take a while for this to show up on the internet though, so I wouldn't really be actively waiting for it if I were you, especially since it was only released last year.
The best you could hope for is a console release of some kind. Until then, might as well just play on pop'n music games that have been released online.
Like I said though, I don't know how arcade rips work or how fast they happen, so I might be completely wrong.

There might be some chinese site that has their own rip of it but I wouldn't begin to know how to find it.
Why do you need Eclale specifically? A certain song? You could easily find Sunny Park or Lapistoria out there.

i already have sunny park and lapistoria. there are a couple songs on their that i definitely wanna play. mostly the weeb shit desu. that and i wanna start bringing the games to local cons, that way i can get more people into popn and rhythm games in general to start or strengthen the rhythm game community. my state unfortunately lacks a round 1 or an arcade that cares enough to have more than just ddr/itg/pump it up and the occasional broken IIDX machine
