No but it wouldn't be that hard to make if you find the images you want used.

It makes a nice image. It's really easy to do too.

Open the background then the transparent png of the character. Make a circle with the elliptical marquee and add a 6 pixel or so white stroke to the inside of it on the background image. Invert the selection and add a field blur. Then select the character layer and erase whatever part.

You could use the selection to crop the character but then it wouldn't be coming out the top of the circle. Maybe there's a better way to do that part but I don't know.

Or you could do it like this and blur the lower part of the character instead of erasing it.
