I built my first PC recently, and while it works, it runs games like trash, around 30fps on low settings for most games, and can't even max out extremely low fidelity games like TF2.

EVGA Supernova 650 W Gs PSU
Asus Z170-P Socket LGA1151 Motherboard
Am I doing something wrong? I've tried installing the latest drivers for everything and I've gotten nowhere.

Yes, obviously.
Download GPU-Z and try monitoring your GPU core clock while running some games

Checked for heat, as in: are the fans installed and running correctly?

What OS is installed? is it up to date? if you can post a screen shot of that great.

If you're running a 32-bit OS you only have access to about 3.5GB of your 8GB total RAM.
Upgrade to a 64-bit OS.

Is your monitor actually hooked up to the 970 or are you using the i5 built in Gpu?

My PC is similar, a little better, but runs most games on max with additional things like ENBs and mods. On a game from a few years ago like Skyrim I can get about 150fps with about 200 mods installed, including many graphical enchancement ones. A more modern game like Rise of the Tomb Raider gets 50-60 on almost ultra.
A few difference, though.

I MAY also have a 750w PSU, can't remember and can't see it from here.
tl;dr you should be getting WAAAAY better performance.
