If you mean how the icons stay on the lateral bar it's just some little illusion.
Basically, the background already has that red bar, so you just change your system icons and set the shortcuts over the red bad, so when you move through the main screens it will seen like they are all inside the bar, when it's just a good coincidence.
Some good Launcher will help you achieve a similar visual in both the icons and the grid menu.

It's a meme that came from /int/. "t." is "Regards, X" on Finland or somewhere like that.
It's mostly used for shitposting, like replying and implying someone is X.
