<> means a blank you have to fill in. The text inside is a clue as to what to fill it with. YOU CAN'T JUST LEAVE IT AS <filename>.
[] means something you have the option of typing or not. If you use a [], you have to use the whole [] or none of it.
YOU DON'T TYPE THE <>s or []s!
So if you had
tar [-f <filename>]
you could either type
tar
or
tar -f /home/foo/bar.tar
You couldn't type
!tar -f
because that's only half of the bit in []s.
You seem to be wanting
fastboot flashing unlock
unless you really want to DELETE YOUR USER DATA, in which case
fastboot -w flashing unlock
