your phone has a virus.. it's one of the slow acting ones defaulting to the mobile phone. Although it can pop up for any phones it only causes damage on android. If you click off the page you'll find it keeps popping up as the problem is ongoing.

The virus essentially copies itself on your phone very slowly to get past the normal phones firewall (It doesn't detect things that copies itself really slowly)

So you should probably call the indian up and have it fixed.
