How can I merge the 'Free Space' and 'Debian Linux'

Use a Linux live CD or live USB drive. The windows partition tool is mediocre and generally speaking it's a good idea to boot off something other than the idea you're repartitioning.

It looks exactly like the thing you just posted, except it can actually resize the partitions.
