Find msconfig
Go into boot options
Safemode (with networking)
Reboot
Install malwarebytes (free)
Do a full scan
Remove malware
Open msconfig
Disable safemode
Reboot

the screenshot has the option "reset your PC" right there, click that, let it delete everything except the OS and you got it. that is if your pc was shipped with the OS on it (which i think i did when you say you dont have the CD). in that case the OS is somewhere in an extra part of your HDD ready to be reinstalled from there every time click advanced options, maybe there it tells you if you have it somewhere ready to install if you are not sure
