Just checking some things first:
Have you restarted your PC?
Did you run the program as Administrator?

The original download site (DLsite) has a FAQ with a similar problem written here:

Google Translate gave me this: "...Unable to convert the ANSI string to UNICODE string. It contains characters that can not be interpreted in the current code page..."
Googling that led me to some forum telling everyone to get a program called "NTLEA"
or "NT Locale Emulator Advance" which is supposed to fix this problem of yours.

using the NT Locale Emulator Advanced program, there was an option.
