They can sell it if they want or offer it as an optional but separate download, etc. I'm no expert on EU releases of Windows myself, but at least in past versions, they have done things like present a software selection screen for which web browser you want to install as your default at the time that you install Windows. And Windows 10 still comes in a version without any proprietary media stuff built in, called Windows 10 N.
Anyway the US case was far more about their treatment of licensees, and didn't place any restrictions on this practice.
As for the rest of your post, I don't know what standards you're referring to. There's no big software coming out of China that puts European software at risk. We're just talking about the old IE and WMP stuff here. But a law that Microsoft pays a several million a year, just to wave away, and is a real problem, is the EU's internet software interface policies regarding closed source and proprietary data gathering. The lazy responses to your opening premise are that (A) neither Toyota nor McDonald's is a monopoly and (B) seat belts and in-house restaurant ketchup options are not end-user purchases. Based on how extremely leaky Chinese smartphones with modified Android versions have been proven to be, it's insane to me how anyone could trust, for example, a Chinese router using closed source firmware.
