Seeing the OP is enough to see how cheap the anime is, even for the time, so if you want quality, you're better off finding somewhere else.
I still cherish it, it had cool villains (for a kids show) plenty of violence (for a kids show, again) and it had this family thing that we rarely get lately.
Parents are almost non existant in modern anime, and stories that involve the whole family are even rarer. I always get this feels good vibe when I watch it.

I think it's pretty good, I'd say watch a few, then decide if you wanna watch the rest. I ecommend you to watch the Race Against the Mammoth Car episodes. My absolute favourite of them all.
I also love the movie, kinda mad the main races have those wacky tracks, the races with the Mach 5 were superior in comparison to the Mach 6 IMO.
