It depends, if the bird pulled the entire follicle out, probably not, but that's not likely. They'll probably grow back.

My own parrot was abused (sort of) before i had gotten him. Never given enough attention, his feathers were frayed, but he never plucked. I got him from a friend of a friend that was fostering him for his previous owner who moved and couldn't / didn't want to take him with her. All of his previous owners were female, and they all abandoned him, so he has a little bit of a dislike for females now.

Pretty much everything that goes right and wrong with birds can be attributed by their ability to fly. Keeping them high often results in a superiority complex and they act like bitches to thosee pitiful peasants that dwell below them. Too low to the ground and they stress out. Fumes that may never bother people like the tiny molecules being burnt from the coating of a nonstick frying pan can kill birds, also can cause headaches in those sensitive to it.
