This is vbr with crf and tolerance at 30, which is on the high side for a 90 second clip. It's because there's a lot of movement and scene changes. The loss in video quality is pretty noticeable but there's not much you can do.

Also those settings are with 2.20.0 webmconverter. The same settings on newer versions will not give the same results.
