you are probably using constant and setting the mb limit to 4mb.

When it hits the 4mb limit it will stop converting and cut off whatever is left of the clip.

use Variable mode
-Enable High Quality Mode
-Set Audio to 1
-Adjust CRF/Tolerance (lower numbers = higher quality=larger file size)

Keep resolution low for longer clips and raise the video quality as high as you can.

It might take you a few tries to get longer clips to fit 4mb. But you don't have to worry about it cutting off and typically looks better than one made with constant mode.
