ok so I've been using the 4k video downloader to rip things off youtube. I tried downloading in the highest quality and then walking down the quality to trim file size and 240 proved to be the most reliably sub 4MB for like 20-30 second clips like I wanted. Then I used this [http://video.online-convert.com/convert-to-webm] to clip the video to the segment of the video I wanted to convert to webm from the mp4 files I have downloaded. Those gave me like 3-4MB files so I figured that's fine. For shorter clips I could do the 480 and even 720 quality but it's still hefty sizes. What am I doing wrong? change bit rate? Frame rate?

So it shouldn't be the video source (what you download from 4k downloader) that's the problem, it's the converter. The problem with an online converter is that you won't always know what you'll get. I tried the one you linked and it turns out it ignored the bitrate I specified for the test video I uploaded so that's probably why your larger resolutions turn out to be larger than they ought to be.

My own way of making webms is through ffmpeg but because it'll take a while to understand the specifics, I usually recommend people use webm for retards instead. If you were that guy who was using mac, you might be able to use wine to run the program: https://en.wikipedia.org/wiki/Wine_(software)

Yeah looks like ffmpeg is available for macs too. It isn't that hard, you just have to type manually and cropping and trimming is harder which takes some time.

But the general idea is this:
1. Download a clip at best quality. 60fps if possible. If it's interlaced use something like Virtualdub to deinterlace for best quality and double framerate.
2. put clip to the same folder as ffmpeg is (usually bin) (or learn how to navigate with command prompt)
3. open ffmpeg (with ff-prompt.exe or whatever the mac has). It defaults in the bin folder where the video file should be
4. type the code:
For 4chan there's the shitty limit of 4Mb and only VP8. The most basic code is

ffmpeg -i input.mp4 -ss 20 -t 15 -vf scale=960:-1 -c:v libvpx -c:a libvorbis -metadata title="Your Title" -b:v 1000k output.webm

where
-ss is the start of the clip in seconds. If you want to be more precise you can type 00:00:20.50 for milliseconds
-t is the length, same than above
-vf scale scales the video, first number (960) is the width. -1 tells the ffmpeg to automatically adjust the height according the aspect ratio.
-c:v libvpx is the VP8 video codec we're using. You can also use libvpx-vp9 for VP9 but you can't post those here.
-c:a is the audio codec, 4chan allows libvorbis (you still need to put it because ffmpeg might default into libopus and not sure if it works here)
-b:v is the bitrate. You can calculate or just trial and error it. The math goes:

Bitrate = ((size limit*8) / Length in seconds) - Audio Bitrate
So for a 15 second clip you want:
(4000*8 / 15) - 128kbps ~ 2005kbps.
The program usually won't get the exact bitrate you put it. It all depends on video codecs, quality settings, 1- or 2-pass and so on. You should try it with a little less than the calculation, for example 1800kbps here.
Don't mess with the framerate or audio bitrate, they affect the end results so little it's not worth it (unless you have a 320kbps audio, then you can add -b:a 320k there. Youtube videos are 192 or 128kbps, ffmpeg defaults to 128kbps)

If you want to crop for example the black bars or unnecessarily wide videos you need to do this:
ffmpeg -i input.mp4 -ss 00:00:20.50 -t 00:00:15.40 -vf "scale=960:-1, crop=400:50:60:10" -c:v libvpx -c:a libvorbis -metadata title="Your Title" -b:v 1000k output.webm

In crop there's four numbers. First two (400:50) are the width and height. You can either specify those manually or let the program calculate them with (iw:ih), input width and input height. Also something like (iw-50:ih/2) means the width-50 and height is being halved.
The last two (60:10) are the X and Y positions from top left where the cropping starts. So this example crops 60 pixels from the left and makes the video 400 pixels wide, then 10 pixels from top and 50 pixels tall.

And if you want to learn to make even better results you need to get into 2-pass encoding, -qmin and -qmax, tiles, VP9 quality settings and more.

But yeah after that
5. Open it with something like VLC or Browser and see if the timing and duration and cropping and size is right. If not, adjust the settings and convert again until the result is good and smaller than 4Mb.
6. Post it

If you want to be prepared you can make bigger and better quality version, maybe even VP9's of the same files IF 4chan sometimes in the future allows bigger limits or you post those webms to other sites.

I would much rather have no names at all than source and exact description as the filename. The filename doesn't matter and it even removes your anonymity if you're the only one posting the same shitty webms with the same names.
