No. The Cherenkov radiation has to do with particle radiation moving really fast through a particular medium, and in doing so, it produces light. It happens in the reactor because of the radiation released during the reaction.
Radioactively contaminated material will look no different than the original uncontaminated material (provided it is not a living organism, in which case biological effects, such as cancer, may appear in time).

Back in the day, you needed a big bomb to ensure damage to a target. Shit happens, aircraft are intercepted, or just plain miss. A 50mt bomb would ensure that anything close to the drop site would be fucked.
Difference today is the employment of ICBMs and specifically MIRVs. Multiple warheads in one missile all with their own separate target. This allows for smaller bombs, but better saturation. You don't need the behemoths of the 50's to get the job done.
