First of all, reduce the framerate, 10fps is still too high for something this static. Set it to 1. The flickering happens due to keyframes. Try setting "-max-intra-rate 0".
Also, as a general advice, make sure to use -q:a <0.0-4.0> instead of -b:a <bitrate>, Vorbis is a codec which is based around variable bitrate, constricting the bitrate makes it worse. In general, use -q:a 2.7 for around 120kbps audio, reduce as you see fit.

Do you think if someone, someday, made a Gondola animated series, not on any networks, but just uploaded them here as high quality animations, would Gondola be thrust into the mainstream? Would people here even like this?

Why would you want it to be? It might be a hit in some art circles, but do you really want the possibility of ghiblifags bearing their obnoxious and shallow squee mentality on it? It's occult, it's a thing you have to seek. When it is out there like that, it is no longer occult and the magic is gone.
