The second one is, mechanically, the best in the series. It is orders of magnitude smoother and more entertaining than the first while also being a lot deeper and more complex than Infinite. On the other hand, it also has a pretty mediocre story that was mostly composed of retcon so there could be a sequel to the first game's pretty tight story.

Bioshock 1 is a great game with an even greater story, but the gameplay is quite clunky
Bioshock 2 is a solid improvement over the first game's mechanics, but it's story – something that most people consider the most important part of the series – is considerably worse.
Bioshock Infinite threw away most of the mechanical depth in favor of a fluid combat and is quite competent at world-building, even if its story is not as good as Bioshock 1.
