That looks soft and filtered as all hell, which is the reverse of what the guy requested, which was sharp and clean. Though if you like it, fine with me. This is what most manga cleaners avoid though, since it seems like you're destroying the details of the image.

You can. Get Topaz filters. Resize the image to 1080p.

>Use Topaz DeNoise -> JPEG -> Moderate should be enough.
>Filter -> Surface Blur -> Radius 1 and Threshold 8.
>Use Topaz Clean -> Crisp Style -> Strength 1, Threshold 0.3, Accent 2, Sharpness 1.9
>Filter -> Surface Blue -> Radius 1 and Threshold 5.

Should be enough. Play with Topaz Clean a bit if it's not to your liking. You could also do a bit of Topaz DeJPEG -> High Quality JPEG to make the colors more vibrant if you don't know how to play with levels and Vibrance.
