Well that was equally unhelpful instruction but here's what I've done. I extended it by an inch with the default photoshop DPI.

The aspect ratio wasn't already 16:9 so some of it had to be trimmed. I trimmed from the bottom up so that Kiso didn't get cut off but I'll post the full resized image in case you want to trim it differently.

Resolution is essentially the amount of detail which can be squeezed into an image.
If a character is drawn, say, 800 pixels tall, rescaling her to 600 pixels requires throwing away information.
If an area of flat color is reduced, that may not matter. If a face is shrunken, things are going to get blurred or pixelated.

What do you want?
A 1920x1080 picture but with smaller figures?
That would require drawing in hair and hats if you don't want them to simply end in mid-air.

Can someone change the background color from white to #35393E. I'm no good at this and when I tried with a high enough threshold to make the edges look good it'd mess up the brush or the socks. Much appreciated!

I don't think this is the right place.
It's for modifying images, not creating new ones.
Also, those dimensions are well below the minimum size limit for this board.
Sorry I can't direct you to a more appropriate place.

You do it by working in sections.
Save the brush and the socks (and a bit of their surroundings) to another layer. Hide it for now.
Make the rest of the edges look right.
Then go back to the 'socks' layer and work on that.
When you merge everything, it'll be un-noticeable because the background colors are the same.

When I wrote "save to another layer" I meant "copy"
If you accidentally fill those objects on the main layer, it won't matter since they'll be covered.

No.
1500x1064 and 1920x1080 have different aspect ratios.
The only options are cropping, a good deal of re-drawing, distortion, or adding black bands.
