Think about it. A 1920x1080 pixel display has 1920 pixels along one edge and 1080 pixels along the other. There are 1080 lots of 1920 pixels. If an image is 3840 pixels by 2160 pixels it has more pixels than are on the monitor. If anything, the image won't scale properly and will look weird but most likely it will look the same.

Wait, what exactly are you asking about?

It's possible to do the same with a picture to make it look better (smoother, sharper) than the original one, yes. It depends on the pic and algorithm used though, sometimes you might end up with a worse result (glowing edges and shit). Artist sometimes do basically the equivalent of downsampling in games, creating a bigger image than the intended resolution and scaling it down

But if you set a 3840x2160 image as a wallpaper on a 1080p screen it's gonna get scaled down either way, it's basically windows doing the same thing in your place. You have the same starting point and roughly the same end result.
From what I recall using larger pics used to look much worse on older windows, but I don't think it's the case anymore. You're most likely to end up with a pic of the same quality. So if your question was "I have a 4K pic, should I set it as my wallpaper or resize it first?" it doesn't really matter unless you're on windows xp or something, which case it might make it worse but not better

And if for some reason you're thinking about enlarging a pic and scaling it back down, it won't work, if anything you'll lose quality. Games work the way they do because they actively generate the pictures you see, when you're telling a game to run in 4K instead 1080p it's essentially like telling an artist to draw the same picture from the start but on a bigger canvas. While upscaling a raster graphic is kinda like taking a finished painting and stretching that canvas and hoping the paint won't crack

Photoshop, magic wand and layers
What you basically do in cases like this is make a multiply layer with the background you want then select all the white areas on the original pic with the magic wand and make a mask with "reveal selection" (or just reverse the selection and delete if you don't want to bother with masks)
Then you fill all the tiny white areas that are still there manually and you're done
If the background is light or the lineart is black you can just expand selection by 1 or 2 so they overlap with the lineart since it won't be visible anyway

Cast shadows also have to be consistent with the way light falls on her.
Look at her left leg. Only a little bit, at the top, is shaded by her skirt. The light is somewhat above her, but mostly off to one side.
If lit from directly above, both legs would be darker.

So the direction of the shadow is probably reasonably correct. I'd just like to see some better Photoshopper get the details right.

Magic wand mask at low tolerance.
Manually subtract areas (top of her head, left boot) which shouldn't be selected.
Feather mask outwards one pixel to cover inaccuracies.
Flood fill with pink set on "if darker".
That way you don't cover any outline.

This technique is right but your results will vary. You can see that the box outline of the image still exists and part of her hair is pink now. The edges still have a lot of white left too, but its not very noticible unless you try with black. If you're picky, the better thing to do would be to use pen tool to render her out.

Masked her again and flooded the _entire_ background, not just the parts which were white.
Which, you are correct, I should have done in the first place.

Tiny flecks of white as indicated.
They tend to occur where there's a narrow wedge of background
like where locks of anime hair diverge.
Otherwise, only critique is that, close up, she suffers "jaggies".
Feather the selections before flood filling.
Even after filling, you can still select the background, expand the
selection by 1 or 2 pixels (enough to include the edges of the girl)
and then Gaussian blur about half a pixel,
I've done that in the green rectangle. Zoom in.
The sword edges are still irregular (because the original mask wasn't clean)
but see how much better it looks than her left knuckles or right arm.

My first ever request!

I have a vision as to aesthetically how this should look.

I'm trying to doctor up a really cool fanart I found on Pixiv to use it as an oversized mousepad.

Essentially it is a big rectangular block going vertically, but I want to blow it out horizontally while maintaining the art.

This is the bottom "half" of the image with the gentleman in the center and the guy at the bottom as the main focal points.

I was thinking it would look best if the characters are kind of moved a little.

Yuya (the character at the very bottom center), Stargazer Magician (white outfit bottom left side), Timegazer Magician (black outfit bottom right side), and Trump Witch (also bottom right side) to be in the very center of the image.

There's two characters at the diagonals (left and right) who need to be moved a little catacorner and more to the sides. (Referring to the chick on the left in white and the dude on the right in black with the blonde hair).

Finally, the charters on the top part would need to be shifted down to the sides as well.

Particularly, I'm not sure what would look best for moving the middle two characters on the top side to the left or right.

At 2000% magnification, that WAS hair and should have been white.
I tried but I couldn't make it match the rest of her locks, so I just clipped it off.

Still some white spots, but outlines are much less jagged.
I added another 1/2 pixel blur to her knuckles but, remember, I was looking at it extremely close-up.

They can be fast if you want fast looking results. It gets infinitely worse when you add in sketchy linework, transparent objects, thin strands of hair (might have to redraw it from scratch), large resolution, etc.
