Probably. I mean, it's the only one to receive a cartoon, and everyone treats it as the holy grail even though it has more poor level design than good, especially if you take the "hard" route. 4 might be the next most overrated after 3.

What the fuck are you talking about its non-linear with branching paths based on what level and character you choose. It has some of the best levels, enemies and music in the series. The only thing that breaks the game is Syfa and her homing orbs. Try playing it as only. Trevor with no upgrades.

I haven't played these games in a while, but I remember having trouble on the submerged city onwards, I think it was stage 3.
But the ones that gave me the most trouble were the last couple levels for sure.
On Bloodlines I had some trouble on the last stage, that fucking screen-tearing thing.
And Rondo is overall pretty easy, I don't remember dying repeatedly on that game.
