Some games have slowdown or sprite flicker due to the demands of the game exceeding what the console is capable of, and some emulators in their quest for accuracy also suffer this. What emulators don't have this issue and allow for "overclocking"? I know the latest Dolphin doesn't have this, but what others would let you run through the most intensive parts of a game without suffering the slowdown of the original?

Lag and slowdown on 8bit/16bit consoles is usually due to poor unoptimized programming. Some games have "lag reduction patches", romhacks which optimized the code and get rid of any lag, and they run on actual systems as such.

Anyway, FCEU X for NES can overlock and get rid of the sprite limit.

i remember master system games had sprite flickering a lot, i got so annoyed by it, i sold it in like 91, always wondered what the technical reason for flickering was

The hardware simply cannot handle that many sprites at once. There is likely an absolute upper limit (probably some multiple of 8) that could not be exceeded even with infinite processing power, but it was simply because it could not handle that many sprites. Nothing more.

dolphin totally lets you adjust the CPU speed to overclock/underclock games (it breaks a fair few games, but can bump framerates up if the game slows down on actual hardware and you've got a fast enough machine)
naturally, this wouldn't help with VC games run in Dolphin

most NES emulators allow you to ignore the sprite limit
Kega Fusion lets you disable the sprite limit, but only on SMS/GG games (the Genesis sprite limit rarely comes up).
I can't think of that many console emulators that let you adjust the actual CPU clock rate.
