Studio Ghibli did a really cool OVA based on this guy's art as well. It's really more of a series of paintings with some minor animations. Very atmospheric and worth checking out if you like this artstyle. It's called "Iblard Jikan."

The graphics on the human characters don't look that good but they really did a great job on transitioning Naohisa Inoue's art into 3D.

Studio Ghibli was involved because Naohisa Inoue did the artwork for the fantasy sequences in Whisper of the Heart, which is mostly a down-to-Earth teen romantic comedy-drama but there are fantasy sequences about the novel Shizuku is writing.
There is even a PDF file called The Art of Baron's Story which contains the artwork of the fantasy sequences in Whisper of the Heart in the Japanese Blu-ray, you have to insert the Blu-ray disc in your computer to read the PDF file.
The PDF file isn't on any other release.

Studio Ghibli also did a short film with Naohisa Inoue's artwork called Hoshi wo Katta Hi (The Day I Bought a Star) but it was only shown in the Ghibli Museum and Studio Ghibli doesn't want to release the Ghibli Museum short films online or on Blu-ray, but they did release the soundtrack, and it is really great.

Both Whisper of the Heart and Iblard Jikan are really great.

I'd wager they won't release those shorts till Miyazaki dies. Didn't really care for Whisper of the Heart, that's why I didn't mention it.
