I can't say since I think d-pad is easier for shooters, but Hori RAP 4 Kai is a popular choice for connecting to PC. It's what I got and it's great. Just make sure to get the newer model that actually has a PC switch otherwise it might not work. The older ones had issues with that I think.

I use a stick, a blast city CP with a PS360 in it. I prefer the Seimitsu LS-56 with short throw mods and an octo gate. Feels nice and tight for micro movements. I'd recommend a stick you can pop one of those into.
