Maybe you need to adjust the laser POT, this happened a lot with an old gamecube that had a modchip installed. After playing burned games it refused to read the original games for a couple hours.

Its a piece that you can move or adjust using a screwdriver, It defines the strength of the laser when reading the disc. Check the link, its not hard but do it carefully.

Dreamcasts are one of the most faulty consoles out there.

Fixing the pots is only a temporary fix. You'll need to buy a new GD-ROM drive.
