The game goes through a massive difficulty spike in that stage and the next. After that it's easy again. You just have to power through them.
I was in the same boat, OP. I only managed to eventually beat that stage by closing my eyes when it was time to hit buttons. Somehow, it helped me know more precisely when to hit them.
Failing that, I guess you can mash buttons. I mean, freestyle.

I've seen hearsay (Giant Bomb's Jeff Gerstmann) that the timing window for Parappa is janky. He says the buttons don't line up with when you're supposed to hit them.
The timing on Parappa is really bad and neither the remaster or the previous PSP version really fix it. :/

Parappa doesn't have any kind of note normalization when you fuck up therefore when you fuck up you have to keep it on beat manually.
Protip: memorize the controls and don't ever look at the note bar.

The key to the timing is to aim to hit the button as soon as the heads jump towards the screen, not the moment they're passing.
The key to the problem is emulation though, it only really works as intended with a CRT and hardware. I know that's a meme but there's no getting around it with old rhythm games.The remastered version is a port of the PSP version which made no attempt to adapt the timing, it feels off because it is.

Don't blame the game because you can't keep to a beat, numbnuts. Parappa is on-beat on a PS1 hooked up to a CRT because that's how the game was fucking designed. It's not on-beat on a PS3. It's not on-beat on a PSP. It's not on-beat on the PS4 remaster which is the PSP remaster upscaled.
