Suggest some good starter stats for fallout 2 as well as some interesting mods for it.

Any stat, as long as in had AGI at least 6, the higher the better. I also recommend INT no lower then 5 and at least one combat perk (the best option for someone new is guns). I also like speech for quest related reasons. Make sure CHA and AGI are even numbers, as you get the bonus for every 2 points you spend.
Don't take fast shoot on your first playthrough.

Not him but I just got FO1,2, and Tactics on the Steam Summer Goy Sale. Any useful tips for 1? I'm interested in concentrating on energy weapons at some point.

IN 7 is the bare minimum you need for all the "smart" ways of doing quests - best outcomes, best dialogue paths, best everything.
For every other stat, you can boost it with drugs, so it doesn't matter as much and you can set it to flavor purposes.Charisma is useless in 1
Agility is the best combat stat, Endurance can be dumped because HP won't save you from stunlocks and armor-bypassing critical strikes. Even the guy who beat (and documented) Fallout 2 without any save states rolled an EN2 char.
