pexhdcap used to be the go to pci card when capturing rgb/component 240p signals. But they are super over priced now for some reason though.

Just make sure it supports 240p. My avermedia doesn't and I still haven't bothered to find a scaler, so it's only good for 6th and 7th gen games unless I want to downgrade to s-video.

If recording quality is your priority, emulators are the obvious best bet.
