I think it is, but my opinion is kind of biased - I played MWIV on Megadrive back then, and fell in love with it. SNES wasn't represented that well in my country, and I discovered Super Metroid years later through emulation.
But I will say once again - yes, it's charming, fun and feels like adventure. One of my all-time favourites.

On one hand, it's the Monster World game with the best controls and graphics, plus Asha and her Pepelogoo are one of the cutest duo in vidya history.
On the other hand, I'm bothererd by the lack of freedom and exploration, compared to MW II and III.

Still, it's hard to compare it to Metroid that's all about unlocking new powers to reach new areas, where MW IV is a stage-based platformer with one or two Pepe gimmicks given by level and light RPG elements.

No, its not better. But it's definitely the best game in the Wonder Boy Series.
