Kawasaki Super Bike is pretty fun.
Tracks are in full 3D I think. Like the track is a series of 3D planes with some basic objects like tunnels and stands made out of polygons.

At least I think the track is 3D. It could be using that 2D style that Outrun and other racers do.

It has a much better hill curvature than any OutRun version too! Especially Rad Racer 2. OutRun SMS is a joke in comparison.

the cruis'n series was pretty good

if you want stuff similar to Outrun, try:

The scenery is some weird stretched polygon rendering system (no rotations, it molds itself to the outline of the track), and the road drawing is a fairly standard linescroller like in Outrun. Nifty stuff, and a great game.

Configure it to run in Turbo mode in the setup for a framerate that's actually fairly decent instead of just merely playable.
