I guess I figured they were fence-like barrier stakes, similar to those in LttP.
I always saw them as those weird stone cylinders you'd see infront of Wal-Mart or Target... However I do like the idea of them being cut down tree stumps!

It's a generic barrier. In fire red they're mostly replaced with fences and walls. Just think of them as bollards.

If you use HM 06 Blast on them in Pallet Town you can access the grass that sits beyond it and catch every type of pokemon, as well as trainers such as Gym Leaders and even Gary, which each come with their pokemon in stock!
