I was re-watching SBJ from old VHSs I had recorded from Locomotion recently.
It's really fun, and the opening and ending was also great, doesn't get more 90s anime than Megumi Hayashibara.

The classic "Treasure style" is HAN, many people love him, but others don't. I'm more on the love side, I think he's a good artist but I can understand how some might feel he's too "uguu". I pity the people that grew up with these kind of misconceptions about anime and manga, through memes, instead of actually experiencing them without previous conceptions.
I played Gunstar Heroes and Mischief Makers back then, and while I noticed the characters looked japanese-y, I didn't think of them as "anime", they were just vidya, like Mega Man.
The character designer for S&P was another guy, not HAN.

The style is really cartoony so it's really going to be hit or miss, but I agree about people having certain design preconceptions. Especially for stuff aimed at kids it was totally okay to have really idiosyncratic almost goofy looking character designs. I'm not actually sure whether that's good or bad.

I think shows like Tenchi Muyo, Slayers, and the Rurouni Kenshin TV series probably represent "generic 90s anime style" the best. But there was also that "dark color palette with high-contrast highlights" look, so you could go with that too. But really, there was a lot of diversity, and that first image's inability to get it right just showcases that fact.

I knew DBZ had a few editions on video in the US in the late 90s, but it was kept to a niche audience (that would pay money to see animu).
I also know Harmony Gold (who did Robotech in the 80s) tried to bring Dragon Ball over to the US, although changing goku's name to Zero among other things, it aired on a few channels but it was only the first 10 episodes and it didn't catch.
Correct me if I'm wrong (because I'm not from the US) but I believe the real "dbz fever", that is, when it actually got popular, was in the 2000s, with Toonami.
DB and DBZ were already huge hits before in the 90s in Europe and latin america (and asia of course)
