They claim it's not. It's allegedly a soc with an actual 68k and z80 in it. However something has to manage the SD and probably some other shit so they certainly have something else in there. All this could fit on a relatively inexpensive FPGA. A SoC FPGA that could handle all this would cost $20 or less in even small production quantities.
