Scratch that, I know exactly when it was developed. Right around 1999, after Ocarina had come out and interest in the Zelda franchise was peaking again. Tons of new fans flooded in, and old ones returned, and decided to catch up on the series, and Zelda 2 was fucking hard and different, so it got shit on.

Probably a lot of underage on this board don't remember the waning of Zelda's popularity between ALttP and OoT. Link's Awakening was great, but it wasn't high-profile simply because it was just a Game Boy game. In fact, Zelda in general was never as popular as it became post-Ocarina. Ocarina's popularity was such a signal boost to the franchise that I recall a lot of people referring to Majora's Mask as "Zelda 2" when it was announced.

I beat Zelda 2 without knowing that exploit. Next time I replay it I probably won't use that exploit, fighting them is more fun if I'm not just cheesing them with something that trivialises every encounter.

The reason it doesn't get as much love as the rest of the series is because it's very unforgiving. If you lose all your lives, you go all the way back to the beginning. The Link Dolls are all one-use only so you can't think about memorising their locations and picking them up again after you die. Then combine this with the fact that the game throws Death Mountain at you after the first dungeon and it ends up frustrating a lot of players. You do have that option to grind beforehand to make it easier but practically no-one enjoys grinding.

I grew up with the Oracle games and OoT. The first time I tried Zelda 2 I was turned off because it wasn't about running around a top-down world with a sword and collecting weapons.
I finished the first palace, but didn't play long enough to realize that it actually became hard.

Eventually I played it again without expectations and realized it's a good game, but it still doesn't fit in with the franchise.

I estimate a lot of people were like this. It's just as valid as your assumption.
