Besides removing the tabs in the cartridge slot, what modifications do i need to make to a PAL N64 to play NTSC games? I've heard that the system will boot into PAL60 if an NTSC cartridge is inserted but i can't find anything to prove this statement.
Why don't you, like, buy a cheap pal game and test it yourself instead of begging to be spoonfed? There are places on the internet way more suited to a discussion like this than 4chan

PAL N64 can't play NTSC games. There is no mod that will allow you to do so.

Universal Games Adaptor from Blaze and it can play any NTSC game on a PAL console.
If you can't find one, there's also the Passport Plus III

Does that actually have an impact on the hardware of the game or is it just to make allow the pins on the cartridge to make contact with the pins on the n64?
I'm thinking of buying a cheap NTSC game and replacing the cart's back panel with one of my busted PAL N64 games to avoid having to use an adapter.

Pin alignment isn't enough. You need a decoding chip, which is present in the adapters mentioned above.

To play my Japanese imports I buy a cheap sports title and swap the back with the import. It's the best way to get around region lock without stupid adapters or permanently damaging your system.
I bought those official n64 screwdrivers off amazon and I still cant unscrew my goddamn n64

Really? I was actually planning on finding a console locally for once. This would have been especially good since this one has all the Rareware games which have better framerates in their PAL versions.
