Which version are you trying to run? Steam/GOG release, original DOS, 3DFX, carma95?

I never heard about the game hanging at the intro cutscenes. Kinda sounds like it fails to read from the CD. If you're in DOSBox you can try running it windowed and/or with another renderer. Would be easier to buy/pirate the GOG version, or to grab the Meld Pack (though it merges the Splat Pack expansion into C1 and only comes with Carma95) http://rr2000.toshiba-3.com/carmageddon-1#mods

It's the whole thing indeed (C1+SP), and it is standalone, doesn't require the CD.
Give it a try and see if it works, corresponds to what you want. You can tweak ddraw.ini, install mods etc.

Sure it's free but it's not the same experience, just the same assets (they changed car textures though). Physics are very different as it is not the same engine, filtered textures, colored lights, no cockpits IIRC, stuff like that.
