I finally got this stubborn shit to work, it's currently running on Windows XP in VMware Player. There doesn't seem to be any sound and i cant tell if its supposes to be like that or not.

Not OP but In the late 90's capcom outsorced a few mega man titles to other developers. The most "well known" would probably be the mega man and bass sequel by namco on the wonder swan. Another of these was a game call "Rockman Strategy". The game was made by a developer called "Dream Come True", not sure on any other works by them, and was released exclusively in Taiwan.
