Are there switching PSUs available for the Sega Saturn? I want to get a NTSC Saturn and run it on 230v, and step-down converters are just a fucking mess.

grab a taiwan/hK version. they are 220v.
You could just get a PAL saturn and swap out the PSU board. As long as the models match up, it should be fine, although I think there might have been some minor revisions that could require a jumper.

That could work, but then I would have to waste a PAL Saturn on that. Doubt there's any games that are better in PAL on the Saturn though. Also, it would be the best if there was a way to install a switching PSU in case I move again.

The HK Saturns were stock japanese consoles with 220v consoles. There was one special variant but even that only had a "video cd" decal only and a preinstalled card, nothing special.
They are extremely rare now. Ten years ago you had a chance of sniping one on Ruten or DoctorHK, and there was a batch of a thousand or so units found and sold for pennies, but they never even turn up anymore.

Use an emulator on your PC. Then you'll have 1 box with a switching power supply that runs 15 consoles worth of games.
