It was a DOS game called Creepers. Made by a defunct company by the name of Psygnosis.

It was a lot of fun, you had to turn the caterpillars into butterflies by guiding them towards.... a pipe, maybe? Something. But the basic level was dangerous so you had to add trampolines and fans and ramps and all sorts of stuff so the creepers could get to the butterfly machine. Or whatever the hell it was.

Yeah that's the company that made Lemmings, no wonder it's got a similar feel. Made 2 years after Lemmings apparently.
