All of the Rockman games have like 0% dialogue and are infinitely cheaper than their localized Megaman counterparts. Not sure if you meant JP exclusives or not though.

As a game no, it's short, too easy except for the final boss who is too hard, and not especially great.

I guess as a talking point it's worth however much your dumb enough to pay for it.
