I looked through literally every North American PS1 game, and the only 3D tpps I saw featuring dungeons and boys with turbans and swords are Threads of Fate and Aladdin in Nasira's Revenge.

If neither is it, it's either a European game or your character isn't always wearing a turban.

Update: you were fighting with gigants and you could talk with enemies before fight (text was displayed in the clouds)
and there is possibility that character was wearing hood beside turban
