Why did the 99.6462% of american games for the genesis had such awful music? why couldn't they into FM synthesis at all? even european games had used the soundchip much better than them on average

I dunno blame GEMS? Everybody else does.
A lot of games that were made for the Genesis in america were made on something like middleware. It also came with a default music programer. Since FM synth is actually hard to patch/program over samples and waveforms.

Road Rash 1 didn't exactly have very sophisticated FM instrumentation, but the composer was an experienced C64 audio coder, so he still made it have a cool wavy quality that perfectly suits countryside bike racing.
