Anyone know anything about this board? Is is better than pandora boards?

Other weird arcade board I have seen is "Heroes of the storm" https://www.aliexpress.com/item/645-in-1-Pandora-s-box-4-VGA-CGA-output-for-LCD-CRT-jamma-arcade-cabinet/32528988902.html which makes no sense what so ever but yeah.

Thinking about building a small arcade cab - either one of these boards or a rpi3.

Yes going full on PC is better for accuracy and what not but this is more for fun and size,cost,heat,power,etc make it less attractive.

In all likelihood the performance of a mame pc will be significantly better. These are more for people who don't want to take the time building and maintaining one.
