Necron was the manifistation of death, created by humans.
The whole idea around FFIX and the crystal, was that reality was being formed by what we thought to be real, and what we remembered.
Death is something everyone thinks about, and this is why Necron was created through the memory crystal.
As long as there is life, there has to be death, and Necron was just the harbinger of death, created by our thoughs about life and death.
This can clearly be seen with Ozma. Its an old summon, which is almost forgotten, and thus we cannot even see his final form.
All we see is a bubble of crappy colours, not appearing to have any meaning at all.

9 is an extremely solid game - possibly the most polished on PS1 imo, It's got loads of secrets, it's more like ff4-6 than 7 or 8 are, and it's comfy af. I've always loved it anyway.

I don't see any proof whatsoever that Necron was created "by people's thoughts". He's the watcher above all, waiting for the moment his purpose shall be used. He was there before all of those people, he was there when the universe was created.
Like in older FF, life and everything was created by or with crystals. That is clearly established in the game when Kuja finds one and wants to destroy it (it's right there behind him during the final battle against him).
Little does they seem to know that it's another crystal, Necron, which decides if the universe gets to disappear. And that's the whole point of him having no build up, and it's also a reference to final bosses in older FFs.
So in short, the way he looks, his being, and the way he appears, are all a big reference to older FF, and this is when we see we gets it or who just pretends to be a FF fan.
Some years ago the "official fan theory" was that Necron and the Iifa Tree were one and the same. This horeshit was based on a single line that the Iifa Tree says at the end of the fight, that "he"ll come back", except that line was only there to foreshadow and explain the return of the mist in disc4.
But everyone, at least in the west, believed that horseshit because it was written on a wikia. This tells a lot.
